The main strategic resource of the current stage of development is human capital, which accumulates the entire intellectual, physiological, labor and social potential of people and possibilities of its use to ensure a stable trend in the development of economic systems in conditions of constant turbulence, increasing uncertainty and technological progress. The key role of human capital as a development resource in the processes of transition to the sixth technological paradigm necessitates the adoption of scientifically sound management decisions regarding the strategy of its formation, use and development, which determines the relevance of this work. The aim of the study is to assess the state of human capital at the regional level, identify trends and factors of its formation with subsequent implementation in the strategy of regional development at the stage of transition to the sixth technological paradigm. To achieve this aim, such general scientific and special methods as analysis and synthesis, comparison, analysis of statistical series, coefficient method, matrix modeling method, expert assessments (Delphi method) were used. The study was conducted on the data and materials of Federal State Statistics Service (Rosstat), Federal Service for Intellectual Property (Rospatent), the Ministry of Science and Higher Education of the Russian Federation, the Ministry of Health of the Russian Federation, the official websites of Russian regional governments, various analytical agencies and information portals. The main results of the study include assessing human capital state formed and used at the regional level in the context of its main components, identifying the main reasons for high differentiation of the level of its formation in the conditions of the Russian economy complexity.
