Organizational Culture of Political Actors as a Prospective Research Direction

The article analyzes the ways of studying the organizational culture of political actors in the context of public administration. It is shown that with the help of this concept it is possible to analyze various levels of the political sphere, thereby solving the problem of micro/macro gap. However, it is necessary to significantly revise the cause and effect mechanisms used in classical political science in the analysis of political culture. Instead, it is proposed to use approaches (ethnographic and clinical) focused on understanding and interpreting the practical aspects of the internal activities of political organizations. These approaches make it possible to determine the place of values in the organization’s activities, as well as the mechanisms of influence of the value approach on the organizational culture of the political actor and on the entire management work as a whole. It is shown that economic entities have accumulated rich managerial experience in using knowledge about organizational culture and especially in the context of the concept of management by values. Hence, the possibility of using this experience in analyzing the problems of the political organizations development and their management activities is asserted. But at the same time, the specifics of the political actor, which must be taken into account when analyzing its organizational culture, are determined. As a result, several conclusions regarding the current situation and further ways to study the organizational culture of political actors in the context of public administration are formulated. The relevance of further research lies within the framework of public administration in general and the «unified system of public power» in particular — the problems of interaction of independent actors and their connection with the whole can be revealed through studying the organizational culture of individual political actors.
