Theoretical Approaches to Forming Innovative Sustainability of Territories in the Context of Their Spatial Development

Both the world economy and the economy of states and regions are on the verge of global transformation processes, a change in the development paradigm, the formation of a new geo-economic image based on the emergence of new technological and world economic structures. The ongoing pandemic crisis overshadowed the practical desire to diversify the Russian economy and to establish sustainable regional socio-economic systems based on new approaches. The purpose of the presented study is to systematize theoretical approaches to the concept of innovative development as a basis for forming the concept of innovative sustainability of the meso level. To achieve the goal of the research, such scientific methods as content analysis of materials of Russian and foreign researchers of innovation theory, thought experiment, comparative analysis, formalization method, method of ascent from the abstract to the concrete were used. The research is based on classical theories of innovation, explaining the nature of innovation processes and the manifestation of innovative activity at the macro level, supplemented by research on the application of innovations in practice. The author has structured the causes and problems of the current state of innovative development of the national economy as well as formulated the main principles on which the process of formation and development of regional innovation systems should be based: the principles of spatial development, priority, goal-setting and focus on results, horizontal and vertical integration, balance, transparency, pushing, uniformity. These principles of the formation of regional innovation systems with a description of their characteristics can become the basis for making managerial decisions at the macro and meso level, improving the regulatory legal framework for ensuring the effective functioning of both specific regional innovation systems and the entire set of elements of the national innovation system. The formed concept of sustainable innovative development can be used as the basis for economic and managerial transformations that ensure a stable growth of socio-economic indicators and a decrease in the asymmetry and uneven development of Russian regions.
