Regional Regimes of Government in the Context of Russian Federalism Genesis: Essence, Contradictions, Results of Activity

The relevance of the article is defined by the trends associated with the development of modern Russian federalism and the regimes of the exercise of political power in the regions. The subject of the study is the ruling regimes that have developed in the subjects of the Russian Federation (on the example of the regions of the Central Chernozem region), their essence, features, as well as the contradictions that have arisen and results of their activity from the beginning of the 1990s to the present. The purpose of the article is to study these political regimes in the conditions of the modern Russian state, as well as the role of the regional ruling elite in these processes through institutional and functional approaches, within the framework of various types of analysis. Here the genesis of the administrative-territorial structure of the Russian Federation is considered, the reasons for forming and developing various ruling regimes in its regions, the features of their political and ideological orientation are revealed. The article considers the essence of these regimes, the nature of new power institutions activities in the conditions of redistributing political and managerial powers. It characterizes the scope and content of these powers (administrative, legal, financial), the results of their use by the new ruling elite of Russian Federation subjects as well as the contradictions that have arisen in this regard. The article describes the reasons that led to the revision of these powers within the framework of creating a unified system of public authorities as well as a set of problems related to the strengthening of Russian federalism at the present stage. In the conclusion an assessment of the current state of regional government regimes, the powers of political elites, and the prospects for their development is given.
