Life Expectancy at Birth as a Target in National Projects and Regional Socio-Economic Development Strategies

The article is devoted to the features of applying such a target indicator as life expectancy at birth in the context of implementing national projects in the Russian Federation. The provisions of regional socio-economic development strategies related to the definition of strategic goals in the field of demographic development were checked for compliance with national goals established by presidential decrees of the Russian Federation. The problems of fixing national projects in Russian legislation, inequality of initial conditions in the regions were studied, and a comparative analysis of the target characteristics of national projects and regional strategies was made for certain parameters. On the example of strategies of the Russian Federation subjects from the Central Federal district (with the exception of Moscow), it is established that due to the lack of a procedure for coordinating the goals of national projects and regional strategies for socio-economic development, there is no consistent reaction of regional strategies in terms of national goals perception. There is a wide range of approaches to bringing the strategic goals of regional demographic development in line with national goals: from the direct inclusion of national goals in the regional strategic planning system to the complete absence of any response.
