Professional Development of State Civil Servants of the Russian Federation Subjects in the Context of Digitalization

Relevance of the research is defined by the significant positive dynamics of information and communication technologies introduction into the activities of public administration. The article discusses a number of issues related to the development of methodological approaches to the formation of digital competencies as the basis for providing professional resources for regional public administration. The research methods used are: statistical analysis of information on the dynamics of socio-economic processes digitalization in the Russian Federation, modeling of the list of competencies of a public servant working with large databases. The article analyses the dynamics of information and communication technologies introduction in the field of public administration. A retrospective study showed that, first, the share of Internet users in the total population is growing at a significant rate, secondly, the population’s electronic delivery of public and municipal services has increased by more than 5 times in seven years, thirdly, the proportion of public administrations using electronic document management systems increases annually, automatic data exchange between information systems, software tools for providing access to the organization’s databases through global information networks. The analysis of the legal framework governing the processes of implementation and use of mechanisms for informatization of management in public authorities is carried out. The main directions of technologies application for working with big data in public administration are highlighted.
A list and description of competencies necessary for public servants to work with big data are proposed as well as the process of testing the competency model is described. It is assumed that improving the skills of state civil servants in the field of big data management will ensure the prevarication of intellectual and information factors in the structure of state administration of the Russian Federation regions.
