Digitalization as a Trend and Driver of Cooperation between Universities, Entrepreneurship and State: Pro et Contra

The success of country’s economy and competitiveness of its products is impossible without an effective and mobile training system. Education also affects effectiveness of digitalization, which transforms not only technology, but also labor markets, business models, competition, and under its influence, the entrepreneur changes his/her relationship with educational institutions and requirements for his/her employees increase. Digitalization dictates the continuous improvement of professional, digital and social skills. Only employees who master these qualities will be able to quickly adapt to changing requirements of employers and to be in demand in their profession. The currently observed imbalances in the labor market form a radical demand for the digital transformation of the education system. All this causes need for interaction between entrepreneurship, universities and the authorities, and this is caused by the lack of funding for educational institutions, as well as need to commercialize scientific research of universities. The work discusses mechanisms and conditions for cooperation between universities, entrepreneurship, government, analyzes the best practices of interaction. The author’s vision of the main problems and trends in the interaction between entrepreneurship, universities and government bodies is based on comprehension and analysis of foreign and Russian practices and generalization of many years of authors personal experience, both in provincial and metropolitan universities. The methodological basis of the research is a synergistic approach to scientific knowledge, as well as a systemic, institutional and method of comparative and logical analysis. The study also investigates the main problems that impede the full interaction of representatives of entrepreneurship and universities, and some recommendations are given.
