Since the beginning of 1990s in the Russian Federation an attempt has been made to transform single-industry regions and to find new instruments for overcoming problems of developing old industrial regions where elements of industrial mode. It is conditioned by the fact that quality changes of sources for macroeconomic dynamics as a result of integrating information and communication resources and transformation of competitive advantages and sectoral economics have led to changes of monocities role and their influence on socio-economic development. It is concluded that it is necessary to use a systematic approach to studying the role of cities in socio-economic development, as well as the expediency of applying the principles of the spatial paradigm to understand the essence of urbanization processes as a multi-aspect phenomenon.
