Talent and Possibilities to Manifest and Promote It in Representations of Government Bodies Employees of the Russian Federation

The quality and pace of socio-economic development of Russian society is largely related to how actively and productively the talents of the country citizens are realized in different areas. At the same time, the possibilities for developing and realizing talents are largely defined by the prevailing ideas about talent in society. Since the coordination of talent management processes throughout the country is carried out by employees of government bodies, the nature of their ideas about talent is of particular importance. The article presents the results of an empirical study on perceptions of government employees of the Russian Federation on talent and the possibilities of its manifestation and promotion, carried out using a specially designed questionnaire. The study involved 685 government officials from 82 regions of the Russian Federation. As a result of the analysis of empirical data, features of representations of government bodies employees of the Russian Federation about the relative number of talented people, age limits in the development and manifestation of talent, the degree of difficulty in realizing talent, the driving forces of development and manifestation of talent, as well as about subjects of responsibility in the field of talents development in our country and the level of state interest in the problem of the development and implementation of talents in our country were identified. The theoretical significance of the study is determined by the fact that for the first time it reveals the peculiarities of representations of government bodies employees of the Russian Federation about talent and the possibilities of its manifestation and promotion; it is shown that these ideas reflect the attitude to talent as a personal and social value and understanding of the need for interaction between individuals, the state and business in working with talents. The practical significance of the study is due to the fact that the data obtained as a result of the survey can be used to develop a comprehensive model for working with talents in the Russian Federation based on a personality-oriented approach to management.
