The article is a further research of assessing human capital in conditions of structure changes in economics. The aim of the study is to determine relationship between the development of human capital and structural changes in the world economy. It is achieved through the integration of existing multidisciplinary approaches to assessing human capital and parameters formed to estimate the state of national human capital in the world economic and technological structures. The aim of the study is revealed by solving the following tasks: to highlight the main classification features of the human capital development in different technological and world economic structures; to compile a complex matrix of parameters that determine the state of human capital in the world economic and technological order; to consider the reflection of the human capital processes in strategic plans for the development of the national economy. The subject of this research is economic relations arising in the process of human capital formation at different stages of economic development, corresponding to the development of technological and world economic structures. The main results of the study include developing a parametric basis for building a model for assessing human capital at the present stage of development. The field of application of the results is determined by the possibilities of including the main parameters of human capital in strategic plans for socio-economic development and increasing the competitiveness of the national economy. The approach proposed by the authors makes it possible to identify and develop/increase/transform the resource potential of institutional development of the national economy as a controlled macrosystem for forming an adequate level of human capital development.
