Russian Migration Policy Evolution Reflected in Legal Sources of Political and Ideological Nature

The article presents the result of comparative analysis of main conceptual documents in the migration sphere that reflect the evolution of the Russian state migration policy since 1990 till nowadays. The growing migration’s role in the political sphere and the need for timely understanding of the specifics of managing migration processes in Russia determine the relevance of the topic. The special features of managing include: the position of migration policy at the junction of many areas of government, the ideological “swings” that are characteristic of migration policy in our country, as well as the defining significance of legal sources that set ideological guidelines for all levels of government. Using existing scientific researches the authors develop own “stageization” of migration policy development in the considered period. It contains descriptions of key characteristics and the main regulatory legal acts and documents, determines the authority that is responsible for the migration policy on each stage. The authors highlight representative shifts in the migration sphere at the present stage compared to 2012 as the result of conducted comparative analysis of the contents of State migration policy concepts 2012 and 2018 (namely: increasing attention to the issues of social and cultural adaptation and integration of foreign citizens, rapprochement of migration and ethno-national policies, orientation towards ensuring national security as the main priority of migration policy, the desire to simplify migration procedures by expanding the use of digital technologies, the increasing role of integration processes in the Eurasian Space. The author’s recommendations for implementing the State migration policy concept 2019-2020 are introduced in the conclusion.
