Waste (Plastic) Collection and Recycling as Cities Social Problem. Development of Social Policy Based on Changes in Social Mechanisms and Use of Digital Technologies

The study focuses on specific social problems of Russian cities related to the collection and processing of plastic waste. The subject of the research is social mechanisms and digital technologies used to solve social problems and develop social policy. When developing social projects, the authors relied on the theoretical and practical experience of Industry 4.0 (Germany). As methods were used systematization, classification, grouping, comparison, logical, source studies, regression analysis methods. The study uses data obtained by the authors in the course of the German-Russian Forum, which they took part in, as well as data obtained from the analysis of publications in leading Russian journals, scientific electronic library. The objectives of the study are to form and improve the social mechanism of Russian cities social projects for collecting and processing plastic waste. The study provides a scheme for integrating participants in social mechanisms for collecting and processing plastic garbage, as well as a strategy for obtaining and interpreting research data based on identified indicators. The practical results of the study include developed socially adapted mechanism for collecting and processing garbage, followed by the identification of individual participants in the process; a group of works on collecting statistical data in the field of digitization of the social mechanism for collecting and processing garbage; development of current level indicator of plastic garbage sales; statistics of enterprises involved in the sale of pellets. The results of the study will be submitted for discussion in the Public Chamber of Murmansk; certain provisions can be applied in the city administration of Yalutorovsk (Tyumen region) in different areas of social policy; furthermore, practical results can be used by specialists and civil servants engaged in the development of social policy in the Russian Federation.
