Digital Transformations in Economy Management and State-Private Partnership Role

The article researches a new model of managing regional economy, based on digital technologies, including “smartcity” concept. Such a model supposes forming new administrative innovative mechanisms, flexible adaptation to thecardinally changing external terms taking into account technological and social aspects, and allows achieving a higherlevel of management. It transforms dramatically not only territories, population, but their investment and innovativeattractiveness, competitiveness and economic security, allows creating quality human capital, gives an opportunity tofight effectively unemployment, find additional resources, stimulate greater economy growing, create favourable termsfor development of partnerships. The management model based on digital technologies allows understanding betteruntapped possibilities for developing new directions of ecobusiness and wear away verges between the traditionaland newly arising types of activity. Enterprises stand at the head of this process, not only carrying out thedevelopments related to the kernel of the new technological mode but also executing structural changes in co-operation with research organizations and public institutes. The article uses system and integrative approaches, methods of interdisciplinary, comparative and statistical analysis. The results of the study showed that the new model of regional policy, based on digitalization and public-private partnership, which Novosibirsk has switched to, gives positive results in practice. It leads to new investments and cooperation with the most modern companies, which contribute to the transformation of the region into a comfortable and attractive for the population. Based on this, and taking into account the high entrepreneurial activity, a significant concentration of high-tech industries, a strong academic component, it can be stated that Novosibirsk forms the reference points of the country's scientific and technological development.
