New Formats of Russian Higher Education System: Possible Ways of Development

In this article, the state of the Russian education system, emerging under the influence of digitalization and transition to the sixth technological structure, is investigated. The works of a number of domestic and foreign authors on modern organizational and economic problems of higher education and the features of its financing are considered. As a result, the analysis of various aspects of interaction between government bodies and business community and public organizations representatives showed existing imperfections in the management of educational activities, and allowed offering measures to overcome them and overcome the current situation with a lack of financial resources, the preservation of which contradicts the requirements of lifetime learning concept. Furthermore, reasons which are defined by peculiarities of the Russian regulatory legal framework, and which make cooperation between participants in the educational process and users of the educational services more difficult are identified. The impact of digitalization and information and communication technologies on the effectiveness and efficiency of the higher education system has been disclosed as well. The analysis proves the need for a more active presentation of universities activities in the dynamically developing domestic market of educational services and strengthening positions at the international level and the relevance of positioning the advantages of Russian education various forms in order to increase the interest of all potential participants in creating additional opportunities for the development of universities in the face of increasing domestic and international competition. The Russian experience in attracting additional financial resources for developing the education system in order to provide students with market-relevant qualifications and relevant competencies is analysed. The results of the study made it possible to formulate recommendations for improving the financing and development of higher education in the future.
