Non-Profit Sector and Government Support for Non-Profit Organizations in Service Sector in Russian Federation at the time of Crisis 2020

The crisis of 2020, caused by coronavirus infection pandemic declared by WHO, creates wide opportunities for implementing nonprofit organization (NPO) missions in social practices to assist vulnerable groups of the population, which poses new challenges for the non-profit sector and forms the basis for the functioning of the sector for the future post-pandemic period. At the same time, in the conditions of the new crisis, NPOs have faced new challenges that pose risks to sustainability and survival. The purpose of the study is to describe the practices of non-profit sector organizations and state support for NPOs in the Russian Federation in the modern realities of the crisis, including expert assessments. The study was conducted using an unstructured interview method. Interviewers were opinion leaders influencing the development of the nonprofit sector (N = 10). To describe the daily practices of NPOs state support during the crisis of 2020, methods of a desk secondary analysis of sources located on the Internet on the research subject are used. The development of intra-sectoral consolidation practice in the crisis of 2020, manifested in creating coalitions of NPOs, as well as strengthening of interactions with business and grantors, have found verification in expert assessments. Directions of anti-crisis measures of state support to NPOs in the Russian Federation have a similar vector with foreign countries. The divergence of expert assessments on positioning state support for the non-profit sector has been revealed: from statist expectations to doubts about the effectiveness of government support measures. A commonality of views was found in looking at the crisis as a time of opportunities and changes in the non-profit sector.
