Career Risks in the Civil Service

In the state civil service, the problem of career growth of officials, which affects the motivation for service, remains relevant. The study is aimed at studying the factors that negatively affect the career growth of public civil servants, as well as reducing the very desire for career growth-career risks. The methodological basis of the research was the theory of ideal bureaucracy by M. Weber and career predictability by Rauch D. and Evans P. The research used methods of system analysis, analysis-synthesis, general scientific methods. Researchers give ambiguous estimates of the role of career risks in the system of officials’ motivation. Therefore, the purpose of the work is to study the risks that negatively affect the career growth of officials, to establish their nature and features, to assess the possible consequences of their impact on the motivation for professional and official growth of civil servants.
According to the results of the study, it is concluded that the risks that adversely affect career growth have an objective and subjective nature. On the example of the study of risks of an objective nature, such as limited room for advancement, gender differences, it is established that in addition to a direct impact on the career, they are also able to form subjective risks of motivation for a career, leading to the refusal of officials from official growth. The impact of the risks of an objective nature on the formation of subjective risk requires further research.
The results obtained can be used to improve the Institute of personnel management in the civil service, in the formation of the motivational environment of civil servants in a limited room for advancement, low level of career mobility.
