Russian-Chinese Energy Cooperation from the Point of View of China

This paper analyzes cooperation between the Russian Federation and People's Republic of China in the political, economic, social and cultural spheres, as well as in the energy sector, sustainable development of which is necessary from the point of view of PRC national security. The study covers the period from December 1992, when Russian President Boris Yeltsin paid an official visit to China, and September 1994, when Chinese President Jiang Zemin paid a return visit to Russia, to 2018 inclusive. After these events, annual meetings, consultations and negotiations on problematic issues were held, after which a number of agreements were signed on the basis of the meetings, which reflect the strategy of cooperation between China and Russia. These strategic documents, grouped by areas of cooperation, namely: in official and public diplomacy at the highest level, economy, research, relations in the social sphere, are selected for the analysis of the cooperation evolution between the two states. The main information sources of the data analyzed for the article are the People's Daily and Chinese Xinhua Newspapers, the official websites of China Petroleum Corporation and Sinopec Group, as well as other prestigious organizations that have reliable information in Chinese, English and Russian. On the basis of an analytical review, graphical analysis, statistical research methods (pair correlation, factor and cluster analysis), the historical stages of Russian-Chinese strategic cooperation development are substantiated, four factors of security of uninterrupted hydrocarbon supplies to China and key areas of Chinese-Russian oil and gas cooperation are identified, which focus on exploration and production of oil and gas, construction of oil and gas pipelines, joint projects and mutually beneficial trade in oil and gas.
