Retrospective Analysis of Approaches to One-Industry Towns and Their Role in National Economy Development

The priority direction of spatial organization development of the Russian economy in the 20th century was the emergence and growth of single towns number, which was caused by the search for tools to manage the capital and labor resources of individual regions under conditions of significant differentiation of competitive capacities, underdevelopment of infrastructure and limited budget financing. In studies of regionalists it was noted that in conditions of industrial economic one-factory town acts as drivers for economic growth and factors for effective implementation of state systemically important projects. The relevance of the modern turn of interest in single towns is determines by the qualitative change in the sources of progressive macroeconomic dynamics as a result of information and communication resources wide introduction and, as a result, transformation of competitive advantages and sectoral section of the territory’s economy. The base of this research is constituted by works of Russian and foreign scientists concerning theories of regional development, development of the cities, urbanistic concepts, sustainable and spatial development of the territory. Popular and specific methods of economic phenomena and processes research have been used. The study analyzed the concepts evolution of attributive characteristics and typology of single towns and concluded that, despite a significant number of approaches to their interpretation, representatives of various methodological platforms recognized the low level of economy diversification, the poor quality of population life, the high degree of industrialization and the lack of integrated urban management programs. The insufficient development level of theoretical and methodological approaches to complex control measures on the state of the city-forming enterprise and its location space, gaps in value chains and exclusion of spatial factor from the source of sustainable development and diffusion of innovation have caused low efficiency of diversification measures in single towns.
