Goal Setting of Business Activity State Regulation in the Russian Federation: Retrospective and Problems

The article deals with a set of problems of domestic goal-setting of entrepreneurial activity state regulation. At the present stage of socio-economic development, the legislator has formulated a wide range of goals, but in the recent history of the Russian Federation there is no experience in their successful achievement. The author considers the problems of the goals of interaction between the state and business, the solution of which attracts scientific community attention, there are a number of works and theoretical developments devoted to the assessment of the necessary amount of state intervention in business. Retrospective analysis of the goal-setting of business state regulation allows drawing a conclusion about the chaotic nature of setting goals and systemic unattainability of expected results, which began with the collapse of the USSR, as well as to characterize the causes of this phenomenon. The paper presents an algorithm developed as a result of the study to compare the goal-setting of all implemented in the Russian Federation government programs aimed at business development. The analysis with the use of these recommendations will allow taking into account shortcomings of developers and executors of programs which did not allow achieving the set goals in counteraction to external factors. The author proposes a system for assessing the achievement of the goals of entrepreneurial activity state regulation, based on the use of the existing methodology for assessing indicators (indicators). One of the obstacles to the methodological solution of the set of goal-setting problems is the lack of full-fledged statistics for the first decade after the collapse of the USSR. The author's recommendations on the formation of a goal-setting system are focused on socio-economic development in the contours of harmonization of the state, business and society interests, taking into account the objective need to establish uniform early goals.
