Development of Regions’ Ranking: The Research Potential of Russian Scientists

The article is devoted to considering research potential of Russian scientists in the area of developing regions’ ranking. The absence of a functional map of the Russian science deprives scientists of the possibility to search the authors’ papers for exploring the accumulated knowledge base. Along with this, targeted and rapid mobilization of national research potential to develop solutions for government priority programs is impossible.
The special survey includes eLIBRARY.RU database as a source of information. The paper analyzes all publications of authors devoted to the development of regional rankings. The sample includes the period 1998–2018, 2591 publications. A detailed analysis contains 2068 journal articles for the period 2004–2018. The study consists of three phased search method to determine the minimum, maximum and basic list of scientists. The results are compared for data verification. An analysis of the publication activity of the authors on the research topic «regions ranking» is conducted.
The work assessed the potential of Russian scientists to develop a rating of regions according to eLIBRARY.RU Other scientometric databases (Scopus, WoS (ISI), etc.) may be the basis of the data. The search algorithm can be applied as well in other scientific landscapes.
The study made it possible to determine the threshold scientometric value of identifying the research potential of Russian scientists — 80% of the authors' contribution to the research. The indicator is applicable both for an individual scientist as an assessment of his/her ability to develop a ranking of regions, and for a team of authors. Substantivescientific author’s potential means 5 or more articles on the research topic.
