Spatial Approach in the Development of Regions' Socio-Economic Systems

The relevance of the study is confirmed by the goals and objectives of the Russian Federation development, the basis of which is laid in the decree of the President of Russia dated May 7, 2018 № 204 "On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024", within the implementation of the Strategy of spatial development of Russia up to 2025 and a number of other documents.
The article reveals the modern essence of the spatial approach in the socio-economic development of Russian regions. The author’s interpretations of "spatial development" and "sustainable spatial development" concepts are analyzed, and fundamental differences are revealed. Moreover, the current state of the Russian meso-economic space is analyzed.
Thus, for making a rating of Federal districts of Russia in order to identify the level of heterogeneity and asymmetry of regional development, hindering the development, the author analyzes the dynamics of gross regional products of the Russian regions for the period from 2011 to 2017, estimates the indicators of cash income per capita, ranks the levels of employees' wages differentiation, analyzes the volume and structure of public debt of the Russian Federation subjects in 2019. Special attention is paid to the level of innovation of the Russian regions, as well as the regional economies clustering.
Classifying the subjective and objective causes and factors of asymmetry and heterogeneity of regional development, the author formulates the possibilities of Russian meso-economic space transformation, which can be used in making managerial and other decisions by public authorities at both federal and regional levels.
