Problems and Mechanisms of Improving the National System of Gifted and Talented Youth Identification and Support in Russia

The relevance of the article is determined by the need to improve the system of gifted and talented youth identification and support, within the framework of a scientifically based psychological approach to the definition of criteria for the identification of gifted and talented youth, aimed at improving the efficiency of the system of gifted and talented youth identification and support. The aim of the article is to substantiate the optimal mechanisms for improving the System.

The article analyzes the effectiveness of the System mechanisms functioning, justified by legal documents at the state level, determines the mechanisms of the System of gifted and talented youth identification and support and the model of the process of gifted and talented youth identification and support; visualizes the System of gifted and talented youth identification and support and determines the organizational structure of the System. Moreover, new criteria according to the scientific approach to identify gifted young people with hidden talent are described; selection methods by means of special psychological testing and other methods defined by the scientific approach to identify hidden giftedness are determined; the need to develop a unified educational program and methodology for training gifted and talented youth is substantiated.

It is established that in the System at the present stage there are three main problems that do not allow the system to develop and function effectively: these are the criteria for identifying gifted young people, applied separate educational programs, management and control at the state level. Recommendations for improving the mechanisms of the system as well as for defining the term "gifted and talented youth" and consolidation of its types and specific features of the individual and special needs for training at the Federal level are proposed.
