Methods for Achieving Goals and Objectives of the Russian Federation Socio-Economic Development Based on Regional Specific Features

The article discusses the existing system of assessing the effectiveness of achieving Russian national goals and objectives. The analysis of the regulatory legal framework, particularly the forecast of Russian socio-economic development until 2030, the concept of long-term socio-economic development until 2020, the May decrees of the President of the Russian Federation, was carried out. It was revealed that a unified and consolidated list of the main socio-economic development indicators, which allows giving an objective evaluation of the regional economics' effectiveness, does not exist. The necessity to create a list of socio-economic regional development indicators with regard to specific regional features is proved. It is proposed to unify the approach to the process of creating the list of indicators contained in the May decrees and thus to adjust and expand this list for the subsequent target value decomposition to the regional level.
