Mechanism for Managing Self-Learning Region Development

The competitiveness of regions modern innovative economy is mainly determined by the human factor. The regions are tasked with reducing the social inequality of the country's citizens. It includes education improvement, life expectancy and indicators reflecting the state of the region's human capital.

The author of the article has solved the following tasks: theoretical aspects of self-learning region formation and development as well as practical experience of self-learning region formation and development have been studied; the mechanism of self-learning regions formation and development is described.

The study of theoretical aspects and practical experience of self-learning region development allowed us to formulate the characteristics of self-learning region functioning, to justify the mechanism of self-learning region functioning, the stages of self-learning region development as a management object. The technology of human capital management at the meso level is proposed. The integral assessment of regions on compliance to self-learning region strategy in the Central Federal district was carried out. The regions were evaluated on the basis of "implicit knowledge increment", which is a catalyst for self-learning region strategy development. This technique can be used to assess the territories and to form regional development strategy.
