Russian State Civil Service: Achievements and Trends in Human Resources Policy

The article discusses the human resources management policy in Russian civil service, its strengths and weaknesses. Special attention is paid to the issue of proposals for improving human resources policy and strategy in the civil service system. The materials of the article are based on the expert opinions prepared by the authors of the publication over the past few years. The authors analyze as well documents on initiatives submitted to the governmental authorities on improving the strategy and developing a set of HR tools in the civil service of the Russian Federation.
