Foreign Experience of Single-Industry Towns Modernization and Economic Restructuring

The analysis of the international experience in state regulation of economy diversification in monotowns of Germany, Great Britain, France, Japan, the Czech Republic, Australia, the USA is presented in this article. The research goal is to identify the effective measures of the state support of the city-forming enterprises and the tools for upgrading the sector-specific cities on the basis of foreign experience. The main directions and more effective tools for monotowns economy upgrading are created. The content of these directions includes: the adjustment of the labor law and the development of education system, the search of new high-tech productions and the creation of the technological centers, the creation of new infrastructure. In the field of small business development the interaction of large and small business, and the establishment of business- resources centers, the credits to small and medium enterprises without guarantees, the investments (return of a share of private investments, introduction of tax benefits) are also suggested by the author. An important role in the selection of tools for monotown management is played by the number of the city-forming enterprises. A special type of monotowns in the Russian Federation with a city-forming industry cluster is determined and the author's approach to this definition is given. The dual education system, as a kind of practice-oriented technology of vocational training is offered to develop the education sector. It is also suggested to select the industries for implementation of innovations on a basis of value-added chains forming in the region (as an example in the Kemerovo region it is offered to develop mining engineering).
