Public Administration in the Sphere of Modernising Integrated Social Welfare Services System in Tajikistan

One of the fundamental ideas of social development in the era of globalisation is investment in the human capital development. In every society there are people who encounter challenges to overcome difficult life situations due to insufficient resources, or less experience. These people are referred to as vulnerable and require help, support and protection during difficult circumstances. Specialists with certain educational level, being able to respond efficiently and rapidly to emerging difficult life situations among vulnerable people are the crucial agents to develop a welfare state. This article analyses workforce in the social services system in Tajikistan and emphasises the need of public organisations to stress issues related to training, re-training and building competencies of the social services workforce.
