The article deals with the analysis of the negative phenomena in the socio-economic sphere which aroused tension in ethnonational and interregional relations and which were not taken into account when elaborating the ethnonational policy in 1990-s. The intransparent financial relations between federal and regional authorities, the fragmentation and the privatization of the natural monopolies, the economic disintegration and the absence of new economic bindings between the regions did not promote strengthening of the ethnonational and interregional cooperation. The process of property splitting on the all levels of authority caused multiple conflicts including those with ethnonational background. The plight of the people and considerable difference in living standards between the regions of the federation turned to be an additional source for the ethnonational conflicts. The absence of adequate measures within the ethnonational policy of the state showed the lack of interest of the executive authorities in mitigation of the liberal reforms consequences and the harmonizing of the ethnonational relations in Russia.

Keywords
