Education, experience, abilities, business and personal qualities are characteristics of human capital that can be influenced and developed. Divergent thinking of employees means ability to create innovation. Management processes are planning, recruitment, motivation, career guidance and adaptation of employees, employee evaluation, training and rotation. Training is a fundamental process of human capital management technology.
The effectiveness of human capital management technology is estimated by the method of sociometry. Growths by individual and group indices, financial results of organizational changes are indicators of efficiency. Effective activity of business structures in the region increases the innovation of the territory. "Self-learning organization" lives in a relationship. It is a carrier and distributor of unique knowledge and experience.
