Some Approaches to Identifying Areas of Business with Excessive and Inadequate Government Regulation

The main attention in the article is paid to the problem of entrepreneurial activity state regulation from the point of view of the need to reduce administrative barriers to the entrepreneurial structures formation. Based on the analysis of available methods for assessing the conditions of doing business, as well as statistical data, factors that impede the growth of business and investment activity are identified. The article examines the World Bank's «Doing Business» methodology, a study on the state of the national entrepreneurial climate «Index of Support-2012», and Rosstat's statistical data on the development of small and medium-sized businesses in the Russian Federation. The issues of reforming control and supervision activities as the most sensitive area of interaction between state structures and business are highlighted separately. The conclusion is made about the preservation of significant administrative barriers in the process of carrying out entrepreneurial activities in our country, possible ways out of the current situation are formulated.
