International Experience of Proportional Banking Regulation

During Basel III international standards introduction some jurisdictions  simultaneously implement the proportional banking regulation. In some countries it develops as result, that regulators prefer not to extend newly added into application enhanced prudential requirements on special banking segments, in others it puts in place latter, when regulators decide, that application of unified enhanced norms to all national banks is an excess burden, which adversely affects the real economics. The paper reviews the specific national practices of banking system segmentation into groups of financial intermediaries, and regulatory requirements applied to them.
