Main Problems of Ecological Insurance in Russia and Ways to Solve Them

In Russia, the issue of reducing environmental damage when using traditional energy sources is extremely urgent. Gradually comes the understanding of the need to develop the market of environmental insurance. The authors conducted a comparative analysis of environmental insurance practices in Russia and abroad. It has been revealed that this type of insurance in Russia faces a number of problems, among them: the lack of a relevant legislative base and the lack of statistical data on pollution. The paper suggests a technique for calculating the scale of pollution during the development, transportation and storage of oil and oil products on the basis of mathematical modeling of liquid hydrocarbons spreading process. To quickly calculate model scenarios and search for the desired data (radius and area of ​​contamination, depth of oil filtration into the ground), as well as to have a graphical presentation of simulation results, the authors developed a computer program. An example that illustrates the operation of this model is also shown. The obtained results will help insurers to develop more adequate amounts of insurance premiums and tariffs, as well as to improve the underwriting procedure for unique oil and gas projects.
