The Role of the State in the Formation of the Innovative Economy of Russia

The article shows the need to significantly increase the role of the state in innovation processes control, which would influence the formation of dynamically developing and truly effective innovation economy. The legislation and innovative development programs of the Russian Federation are analyzed in this work. Special attention is paid to particular countries' participation in the functioning of high-tech product markets, where Russia's share in the world's knowledge-intensive markets continues to be at an extremely low level (for certain high-tech products, for example, pharmaceuticals, electronic equipment, Russia's positions are calculated in hundredths of a percent). Comparison of Russian practice with innovation policy and markets of foreign countries high-technology products is made in this work. Certain recommendations are given to improve the mechanism of the Russian state innovation policy.
