Russian Post-Graduate Study after its Reform: the Comparative Analysis and the Evaluation of Results

The article considers the results of the modern post-graduate reform in Russia. The author analyzes the structure and the effectiveness of the post-graduate study before and after its reformation. There are shown the problems of organizational, personnel and financial maintenance of the modern training of highly qualified personnel. In the author's opinion an attempt to create in Russia a "training" postgraduate course similar to Western Europe's PhD program was not successful. The article provides some recommendations aimed at optimizing Russian new post-graduate programs.
