Entrepreneur’s Participation in Regulatory Impact Assessment: the Experience of Perm Krai

The article is devoted to the Perm Krai experience of involving entrepreneurs to public consultation conducted during the regulatory impact assessment (RIA). Certain positive practices, such as the work of the Expert Council and Advisory Council for RIA, the participation of the business ombudsman, establishment of participants pools according to the branch of their economic activities, allow making recommendations on improving the effectiveness of public consultation in other Russian regions. Particular attention is paid to the information about RIA as an integral part of the work to increase the number of entrepreneurs that participate in public discussions of the proposed regulation.
