The Ruling Elite of the USSR Regions in the Conditions of Political Institutions Radical Transformation

In this article the activities of the regional ruling elite in the context of reforming USSR political institutions at the turn of 80s – 90s are discussed. The author analyzes the reasons that caused the crisis of regional elites, the gradual loss of their initiative in carrying out long-overdue political and economic reforms. The article characterizes the circumstances that contributed to the activation of radical social elements, the essence of their political and economic views. It reveals the features of election campaigns in certain regions of the RSFSR, as well as the nature and focus of the broad democratic coalition, which contributed to the political defeat of the CPSU ruling elite.
