Public Value Management: Can We Talk about an Axiological Turn in Public Administration

The appeal to the public value management is associated with the limited possibilities of using market mechanisms in public administration in order to improve its efficiency and effectiveness. The public value management is based, first, on the recognition of the values importance as a social regulator of citizens' behavior; secondly, an understanding of the emerging new opportunities to improve the quality of public administration when using the regulatory potential of value orientations; thirdly, the awareness of the values diversity represented in society and the need to create a mechanism for the formation of value preferences shared, if not by all citizens, then at least by a majority, i.е. the transformation of individual values into public ones. In the paper, the public value management is considered as a function of the state, aimed at forming in the minds of citizens perception of solving various social development tasks priority by actively involving citizens themselves in the discussion of these tasks significance . It is substantiated that the management of public values allows the state, on the one hand, to provide the legitimization of its decisions, and on the other hand to keep a hand on the pulse of public sentiments, to react in a timely manner to changes in value preferences in the society. The possibilities of introducing the principles of public values management in the practice of Russian public administration are assessed.
