Legal Regulation of Public-Private Partnership in Russia and Abroad

The article is devoted to analysis of the legislation system in the field of public-private partnership in Russia and developed countries such as United Kingdom, France, USA, Japan. The authors have considered novels of Russian legislation about PPPs and main legal barriers thatimpedePPPs development , including problems of the federal law "On Public-Private Partnership, Municipal-Private Partnership in the Russian Federation and Amendments Certain Legislative Acts of the Russian Federation". The authorshae revealed legal contradictions that impede further PPPs development in Russia, including in the social sphere. The analysis of the best international practice is conducted in order to identify the most favorable conditions for practical implementation of effective approaches to legislative regulation of public-private partnership in Russia. Based on the results of best practices analysis in developed countries, the authors have suggested measures aimed at improving Russian legislation regulating relations of public-private partnership.
