Evaluation of State Programs of the Russian Federation: The New Challenges

The article considers the practice of the Russian state programs’ on-going and ex-post evaluation. By analyzing the previous experience, the author notes the key features of the program-target instruments’ evaluation: in particular, despite the methodological progress, the development of evaluation in Russia remains relatively low in institutional terms. The newest forms of program-based budgeting in the Russian Federation, such as priority projects and pilot state programs, which have their own distinctive features, pose serious challenges to evaluators by emphasizing a number of systemic problems. The suggested solutions are to unify and codify the normative legal framework for the program-target instruments, and to create a platform for dialogue between the main actors participating in the evaluation process.
