Russian Education in the Context of the Human Development Index and the Education Index

The article considers education, one of the key elements of social development responsible for the quality and development of human capital, through the prism of the human development index and the education index. It is revealed that according to human potential and educational indices, Russia is at the level of developed countries because of the prevalence of quantitative characteristics in the indicators. However, in fact, there are negative trends in education quality which should be improved not only by financing but also by institutional and organizational changes.
