National economic development requires the proper identification of the required resources. The basis of the long-term development of employment in the Russian Federation may be the development of small and medium business. Russia consists of widely different regions, each of which has some unrealized potential for business development. Identification and use of unrealized resources will provide additional resources for the development of the entrepreneurial potential of regions according to their territorial specificity. The authors examined the main elements of the entrepreneurial potential of Russian regions: human, natural, innovative, investment, informational and technological resources, statuary and regulatory potentials. Identifying the opportunities for using those resources will strengthen the entrepreneurial potential of individual regions and of Russia as a whole. The article examines the prerequisites for the development of entrepreneurial potential at the regional level.
