Strategic Management Improvement Based on Assessing the Macroeconomic Effectiveness of State Programs

The article deals with possible directions of improving the program-targeted management of public expenditures in the Russian Federation based on assessing the macroeconomic efficiency of state programs. The necessity of considering the current and prospective environment in a particular industry during the program development, the assessment of macroeconomic efficiency and updating of the state program is substantiated. The capacity utilization indicators are suggested as the main characteristic of the industrial environment. This allows to take into account the relations between the state programs and the priorities of the national economic development, enables a more accurate assessment of macroeconomic efficiency and informed decisions on extending the state program, stopping it or adjusting the financing of certain state program activities.
