Digital Transformation of Interaction Between Public Authorities and Citizens

The paper discusses the digital transformation of interaction between the public authorities and the citizens. The analysis of the Russian ministries social networks presence shows that the most popular platform for government agencies is Twitter. A way of switching from printed publications to instant messengers for government communications is presented. With the new possibilities of digital technologies, the citizens can become active participants in the discussions on public policy and can influence the decision-making process. The expansion of channels of interconnection in the public sector creates opportunities for increasing mutual understanding joint search for mutually beneficial solutions. At the same time, the widespread use of digital technologies is also associated with new challenges for government. Traditional communication channels lose the monopoly on distributing opinions, information, questions to every user of the Web 2.0 services.
