The Influence of the State Educational Policy on Educational Migration in Modern Russia

The article investigates the main directions of implementation of Russian state educational policy, assesses its impact and effectiveness. In particular, the authors explore the impact of the reforms in education on the processes of educational migration. Their hypothesis is that the modern state educational policy may be regarded as inefficient from the points of view of both achieving its objectives (integrating Russia into the global educational environment, attracting foreign students, maintaining a positive image of the Russian state) and methods for their implementation (allocating the minimum time for adaptation of the Russian educational system to the universal standards, lack of consideration for the specificity of the education system). Relevant statistics in the field of educational migration are presented and analyzed to confirm the hypothesis. The authors also provide recommendations for improving the Russian educational policy.
