Contemporary Development of the Program-target Management in Russia

The article considers evolution of the performance-based budgeting system in Russia and identifies the key problems of its current stage of development, which have also been present throughout its history. Drawing a comparison between the Russian experience of the 1990s and the previous practice, the author reveals the existence of common negative features, which include the conceptual uncertainty and different directions of the program-target instruments, the lack of inter-department coordination and the absence of well-developed evaluation and monitoring mechanisms. By analyzing the current practice of the Russian state programs’ development and implementation, the author comes to the conclusion that the mentioned problems remain relevant. At the end of the article, a list of measures aimed at overcoming the current situation is presented.
