Instruments of Implementation of State Strategic Planning. Special Investment Contract

A special investment contract that came into Russian practice after the Federal Law “On Industrial Policy” was first signed in the middle of 2016, and became truly revolutionary for the domestic industry policy. For the first time the Russian Federation as one of the parties took responsibility for not decreasing the level of business activity for an investor who is setting-up or modernizing industrial production in the country, particularly ensuring non-increase of the tax burden as well as providing a range of preferences for the period up to 10 years. Though for the Russian economy this instrument is intrinsically new, similar practices in foreign countries have already proved their effectiveness (China, Hungary). The article addresses the questions of practical tools and mandatory conditions for such agreements, distinctive characteristics and advantages of this tool, and the first results of its usage.
