State Electronic Services: Types and Features

This article is aimed at researching e-government’s formation process and at formulating “e-government” concept’s definition within the Russian Federation context. Nowadays, informational communicational technologies’ use by economically developed countries’ governments has become an integral part of state functioning. It should be mentioned that informational communicational technologies’ use was initially aimed at national statistics’ accumulation and tax data processing, but today its rapid development allowed the world’s leading governments to expand significantly the range of government functions carried out using modern technologies. However, despite the fact that Russian e-services’ sphere aligns with many global trends, its evolution is unique. Russian e-service sphere’s development dynamics and its structure are explained to be determined by the country’s extensive but sparsely populated territory as well as diversity of national, social, cultural and regional characteristics. Moreover, the main problem is Russian e-Government’s lack of structure, i.e. most e-governmental segments are not connected.
