In the medium and long term, amid the population decrease and poor development of labor-saving technologies, Russia will have to increase immigration to meet its growing demand for labor force. For that very reason, the public administration should improve the effectiveness of regulating the international labor migration in the Russian regions by taking into account the characteristics of their demographic and economic development. To expand the body of evidence for policy-makers, the author developed a computer program which allows to predict the interdependent development of labor migration, reproduction of the population, and the economy of Russian regions. The program is based on three criteria: universality; simplicity and convenience; possibility of modification. The program provides a convenient database interface, mathematical calculation according to an initial algorithm and presentation of the results in the form of tables, schedules, charts, histograms and maps which can be exported in a user-friendly format.
