This article is exploring the strategies and programs of the digital economy (DE) of leading countries and Russia. The article shows that finding a solution to technical, as well as some mathematical, problems using the statistical data “Big data”, financial technologies, blockchain, etc. cannot be the solution to the most important problem of proportional economic development. This task can only be solved by economic cybernetics with the help of scientifically grounded economic-mathematical model, and IT-specialists should create only technological support. The concept of DE as a data economy strengthens the information chaos in the global crisis. It will ensure the transition of the leading countries forming a global DE to a stateless, robotic society with growing social stratification and degradation of the individuals at the expense of the victim countries. It is shown that Russia has a competitive advantage in creating the DE as an economic cybersystem that organizes the interaction of the state, households and business in real time, ensuring the the technical and cultural progress of the society.
