Value-based Mechanisms for Reforming the Civil Service

The civil service reform is an important condition for improving the quality of public administration. The article considers the ideological and value-based mechanisms for reforming the public service, which are understood as the regulating potential of ideas and values in determining the goals of reform and in creating the ongoing  support for them. The factors influencing the choice of the values of the reform are identified: the level of scientific knowledge, the evaluation of international experience, political priorities, and the specific features of political culture. It is shown that the values in the reform process not only determine the vector of transformations, but they are also an important system-forming factor. They make it possible to unify the process of creating new norms, an important tool for implementing innovations. It is substantiated that the success of a reform depends on how the ideas and principles embodied in it will be perceived by those targeted by the reform. Legitimization of the civil service reform as a process of mastering the meanings and values of the ongoing transformations by the mass consciousness is seen as an important component of the ideological-value reform mechanism.
